About HOSAA

The Humanitarian Organization for Sustainable Action in Afghanistan (HOSAA) is a national, non-profit, non-governmental, and non-political humanitarian entity. It was officially registered under number 4673 in 2019 with the Department of NGOs at the Ministry of Economy of the Islamic Republic of Afghanistan. HOSAA is led by a dedicated team of young Afghan professionals who bring extensive experience from both governmental and non-governmental sectors, locally and internationally.

HOSAA is an active member of the Food Security and Agriculture Cluster (FSAC) in Afghanistan. Established in 2008 and co-led by WFP and FAO, with Welthungerhilfe as the NGO co-chair, FSAC provides a platform for coordinated humanitarian response to food security and agriculture needs. Since the appointment of a Cluster Coordinator in 2010 and the development of a Terms of Reference (TOR) in 2011, FSAC has aimed to improve the impact and timeliness of assistance to crisis-affected populations. FSAC operates nationally and in two sub-national regions, with expansion underway. Over 170 organizations are engaged in FSAC efforts, including international and national NGOs, UN agencies, government ministries, donors, research institutions, and embassies.

HOSAA is also an active member of the UNICEF-led Nutrition Cluster and collaborates impartially with all cluster members. The organization regularly participates in cluster meetings and activities, ensuring alignment with humanitarian strategies led by Save the Children and UNICEF, who report to the Humanitarian Country Team and Humanitarian Coordinators.

In 2020, HOSAA joined the Gender in Humanitarian Action Working Group (GiHAWG). This group advocates for the protection and promotion of Afghan women’s and girls’ rights, with a focus on improving access to essential services, economic opportunities, and enhancing women's voices and agency through the support of a resilient Afghan women's movement.

HOSAA’s work is grounded at the community level, focusing on the most vulnerable populations. Its core areas of intervention include gender-based violence (GBV), education, health, food security, and livelihoods.

Job Summary

The Programme Officer will support the administrative, planning, and coordination activities of the programme, ensuring effective communication and engagement with staff and stakeholders. The role involves overseeing day-to-day operations, handling administrative tasks, providing data support for proposals, and assisting in the preparation of reports. The Programme Officer will also play a key role in managing programme interventions, organizing training, and contributing to policy development. Additionally, the officer will ensure smooth programme execution, maintain organized documentation, and engage with stakeholders at various levels for the successful implementation of the programme.

Job Responsibilities

The Programme Officer will provide support for the administrative, planning, and coordination aspects of the programme, ensuring effective communication and engagement with staff and relevant stakeholders. The role will also involve offering administrative assistance to the HOSAA office as needed, in line with the officer's job description.

Key Responsibilities:

  1. Handle all administrative activities and address queries related to the programme
  2. Attend donor meetings and present relevant data and updates
  3. Provide data support for proposal and concept writing
  4. Support the project team in managing work plans, budgets, and ensuring timely implementation of activities
  5. Compile and submit situation updates, project reports, and monthly narrative reports as per required formats
  6. Assess, design, and implement interventions to address identified needs while engaging local communities in the process
  7. Manage programme interventions to meet specified outputs and objectives, including conducting monitoring and mid-term reviews in line with HOSAA’s requirements
  8. Organize training sessions and workshops to enhance the skills of the program team or local partners
  9. Contribute to the development of policies and guidelines governing the programme’s operations
  10. Document and share lessons learned and best practices within the organization and with external partners
  11. Follow up on programme submissions and ensure proper movement and documentation of all submissions
  12. Oversee daily programme operations and activities
  13. Coordinate with internal teams, partners, and stakeholders to ensure smooth programme execution
  14. Maintain an organized filing system, ensuring the safekeeping of all program documents
  15. Organize and facilitate meetings, workshops, and events related to programme activities
  16. Ensure that office consumables and stationery are always available
  17. Handle confidential documents in accordance with required protocols
  18. Engage with stakeholders at central and provincial levels to ensure successful programme implementation
  19. Schedule and organize programme meetings, conference calls, and events
  20. Take minutes and record key decisions from programme meetings and events
  21. Manage the mail register, receiving, registering, and distributing documents to relevant stakeholders
  22. Ensure timely and accurate reporting to all relevant stakeholders
  23. Perform other related duties as directed by the supervisor

  14. Proven experience in long-term programme management, including assessment, planning, budgeting, monitoring, and evaluation
  15. Strong documentation and reporting skills in both English and the local language
  16. Demonstrated experience in leading and managing a team
  17. Good communication skills in Dari, Pashto, and English
  18. Minimum of 1 to 3 years of relevant experience with an NGO or INGO
  19. Understanding and sensitivity to cross-cultural issues
