The Humanitarian Organization for Sustainable Action in Afghanistan (HOSAA) is a national, non-profit, non-governmental, and non-political humanitarian entity. It was officially registered under number 4673 in 2019 with the Department of NGOs at the Ministry of Economy of the Islamic Republic of Afghanistan. HOSAA is led by a dedicated team of young Afghan professionals who bring extensive experience from both governmental and non-governmental sectors, locally and internationally.
HOSAA is an active member of the Food Security and Agriculture Cluster (FSAC) in Afghanistan. Established in 2008 and co-led by WFP and FAO, with Welthungerhilfe as the NGO co-chair, FSAC provides a platform for coordinated humanitarian response to food security and agriculture needs. Since the appointment of a Cluster Coordinator in 2010 and the development of a Terms of Reference (TOR) in 2011, FSAC has aimed to improve the impact and timeliness of assistance to crisis-affected populations. FSAC operates nationally and in two sub-national regions, with expansion underway. Over 170 organizations are engaged in FSAC efforts, including international and national NGOs, UN agencies, government ministries, donors, research institutions, and embassies.
HOSAA is also an active member of the UNICEF-led Nutrition Cluster and collaborates impartially with all cluster members. The organization regularly participates in cluster meetings and activities, ensuring alignment with humanitarian strategies led by Save the Children and UNICEF, who report to the Humanitarian Country Team and Humanitarian Coordinators.
In 2020, HOSAA joined the Gender in Humanitarian Action Working Group (GiHAWG). This group advocates for the protection and promotion of Afghan women’s and girls’ rights, with a focus on improving access to essential services, economic opportunities, and enhancing women's voices and agency through the support of a resilient Afghan women's movement.
HOSAA’s work is grounded at the community level, focusing on the most vulnerable populations. Its core areas of intervention include gender-based violence (GBV), education, health, food security, and livelihoods.
The Programme Officer will support the administrative, planning, and coordination activities of the programme, ensuring effective communication and engagement with staff and stakeholders. The role involves overseeing day-to-day operations, handling administrative tasks, providing data support for proposals, and assisting in the preparation of reports. The Programme Officer will also play a key role in managing programme interventions, organizing training, and contributing to policy development. Additionally, the officer will ensure smooth programme execution, maintain organized documentation, and engage with stakeholders at various levels for the successful implementation of the programme.
The Programme Officer will provide support for the administrative, planning, and coordination aspects of the programme, ensuring effective communication and engagement with staff and relevant stakeholders. The role will also involve offering administrative assistance to the HOSAA office as needed, in line with the officer's job description.
